You do realize not all homeless are drug abusers and that some do their best to survive those campers do a good job of cleaning up and not causing police issues leave them alone

Vallejo Municipal Code does not violate the US constitution Eighth Amendment. The case against City of Boise was decided to end punitive fines (cruel and unusual punishment). The decision is a legal precedent, it is not an edict to stop the laws and ordinances in Vallejo or any other cities in California from being enforced. You have mistakenly interpreted a court decision as a law.

Mare Island has invested in excellent security and they won’t put with miscreants making messes like this over there. The property owners on Mare Island are interested in economic development, unlike the City of Vallejo management.
