Clean Air Council sent both companies letters after you reported this issue. I'm sorry to hear that it has not been resolved.
The Council will alert the city's Air Management Services. However, the drivers might be within the guidelines of the law due to the cold weather. The cities regs state that trucks can idle if it is below 40 degrees.

This has been over a year now. It doesnt get 40 degrees in the summer does it. You should just close this because I will be moving to the suburbs very soon.
