Illegal residential permit parking signs were recently erected in 11/2010. The block has no residents and commerical/institutional use of the property is 100%, making the signs illegal per Philadelphia rules.
actually this is a highly populated residential area, streets in this area have 30 + houses per block with only parking on one side of the street, therefore only 12-14 parking places per block. Bainbridge Street is parking for the overflow of cars for tax paying residents, not people who want to park and walk to center city. Yes, both petition and ordinance were signed by residents. Therefore it is legal. pay to park elsewhere.
