Could you please be more specific as to your complaint.
Are suggesting a way to get on the Ben Franklin Bridge, directly from I-676?
If you are, you would have to look at the poor planning and lack of future vision for this area since the Vine Street Expressway was started.
No one ever envisioned that Franklin Square would be anything but a homeless haven/potters field. No one ever thought that Old City would be anything but industry. If they did, the area you're discussing (if I'm correct) would have been planned with better traffic flow and pedestrian safety in mind.
It should be noted, according to wikipedia, that the BF bridge, built in 1926, is not up to Interstate standards.
So it was probably that fact, that allowed the at-grade intersection to be included in the plan.
