CORRECTION - While Adult Services are not permitted in the district, retail uses offering Adult Merchandise are permitted in the district. In my earlier comment, I failed to differentiate between Adult Services and Adult Merchandise, and the difference between the applicable regulations governing each. My read of the new zoning code is that Kink is legally operating at the premises.

CORRECTION OF CORRECTION - Wrong, again. The use - Adult-oriented Merchandise - is not permitted in the district according to Use Table 14-502-2: Supplemental Use Controls in the Center City District, our new zoning code. Not Permitted.

They are well aware of the issue. They seem to think that business owners should be valued over residents and homeowners. I would love them to prove me wrong.

Their overt disdain for liquor serving establishments leads me to think the opposite, which is why I suggested it.

I think you are thinking of the occa not the OCD.

And they are already involved. However if the OCD stepped up it could go a long way.
