"exhibits NO disposition to move." Meaning the workers who put it there have declined to move it (in fact, somebody tied the fence to the window bars), and it's not going to move itself. What's weird about the fence especially is there's little likelihood it came from inside the house. At first, there was a daily assortment of construction debris that the workers were actually fairly good about cleaning up at the end of the day. But that debris made plenty of sense as stuff you'd see next to a house that's being renovated. The fence is odd. Suddenly one day it was just there. It wasn't produced from inside the house like the other debris presumably was. It just arrived. And extensive speculation on the part of the neighbors has generated no compelling ideas for a function, present or future. Anyway, as noted above, these guys were pretty good at first about cleaning up after themselves. But that neighborly behavior has waned, and we'd all like to see the area taken care of. And the fence has got to go.
