Missing 25 mph sign. Has been missing since around the
time frame March to May of 2017. This sign disappeared
around the time another 25 mph sign appeared closer to
Welsh Rd. A possible reason for moving it could have been
that there is another sign still in place just south of Dale
Rd (in the same direction, toward welsh Rd).
If two signs were viewed as overkill, In my opinion it would
have been better to move the 25 mph sign south of Dale Rd
to the new location.
A 25 mph sign just north of Dale Rd while still reinforcing
the speed limit for motorists going northbound from south
of Dale Rd, also establishes 25 mph as the speed limit
for motorists who cut thru Willow Manor to Twining Rd.
Moving of the 25 mph sign around 1803 Twining Rd is just
speculation on my part, since I always thought it was rather
redundant. Either way, If possible I would like the 25 mph
sign replaced.

PA Title 75 (The Vehicle Code) subsection 3362b (posting of speed limits) states the following: “No maximum speed limit established under subsection a1, 1.2, or 3 shall be effective unless posted…which regulations shall require posting at the beginning and end of each speed zone and at intervals of no greater than one-half mile”.
Twining Road measures a distance of approximately 3.2 miles, which would require a minimum of 6 posted speed limit signs. We exceed that by having twice the required amount, so at this time no additional speed limit signs will be posted.

The response to this issue while quite technical with reference to regulations, does not reflect the
driver experience of the few drivers that obey the speed limit on Twining Road. Even a casual
observe, let alone anyone that uses Twining Road on a routine basis knows that there is a major
problem on Twining Road. As I stated before on a previous issue reporting, I was told by a
representative of the Upper Dublin Police Department that 95% of the motorists on Twining Road
are speeding. Since 95% are speeding, The obvious next step should be the stepping up of
enforcement. By any objective standard the problem on Twining Road that I haved put up with
since 1977, will not be fixed until it is reasonably possible to drive on Twining Road with out
having another motorist right on your bumper. The PA drivers manual states a 4 second time
window between vehicles. Since putting this report in I have on several occasions walked to and
from the Upper Dublin Shopping Center sampling the time windows. The most prevalent time
window between vehicles is between 1 1/2 to 2 seconds, with hardcore tailgators about a second
behind the car in front of them.
The response to my previous issue report suggested that I contact state representatives in regard
to allowing local police to use RADAR, I personally support this and called Tom Murts office
about it, but RADAR is not the only thing to use to attempt to resolve this issue. PA Motor Vehicle Code VIOLATION # 3310 is for FOLLOWING TO CLOSELY. Speeding and tailgating are just two
different aspects of the driver behavior commonly referred to as AGGRESSIVE DRIVING. It
doesn't matter much how the offending drivers learn their lesson!
