Standing from St Charles St into backyard. Can enter from parking lot behind townhouses off NW 37th but gate is kept locked. If I know when they are coming I can remove lock to gain access into backyard. We are the end gate obviously farthest from parking lot

This is not a code violation issue. Any part of the tree which reaches over the fence can be trimmed by the person whose yard it infringes on.
