I think the same thing every time I walk by this. If someone's not paying attention, or stumbles at the wrong time, they could be seriously hurt, if not killed.
I don't even think it would cost much at all to fix it, and the fence there is wide open on both sides, so it doesn't even serve a purpose. They need to just take it down completely.
It would be great to get this taken care of!
