Why don't our cities go back to "Neighborhood Pick UP" for FREE. This way people can get rid of waste more easily. Doing it at least twice a year. Might as well do it for free, because this is what happens and the city has to come out any way and pick up trash like this for free.

Presumably, The Christina, which is the name of the apartment building at 678 37th St pays for garbage collection and probably has a dumpster or something in the garage. If the maintenance person or manager or whoever dumped this trash has dumped it because they aren't paying Alameda County Waste Management for adequate garbage receptacles like more cans or a dumpster in the corner of the garage or extra receptacles to deal with move-outs, they need to be cited. They charge rent for these apartments and should pay for adequate garbage service instead of illegally dumping. As a taxpayer, I don't want to pay more taxes to have the city Public Works picking up their trash.
