That used to be a signal that there was a drug dealer in the area.

I really wouldn't take the fact that sneakers on a wire mean drug dealers in area, Years ago that might have been true,but Drug dealers are aware the police are on to that, A lot of the times kids will randomly throw them up on the lines. to get people going just like in this article. Drugs and drug dealers are everywhere they don't have to make it know.

A long time ago it was common in the Army when leaving a unit or post that a soldier would throw his boots over a power line.

Oh the time we have on our hands.... I personally consider my electric bill already outrageous and would rather ignore a few shoes on a line than have my rates go up for workers to go chasing shoes.
