Hey,
Is a permit required when replacing a bathroom fixture or a water heater? If so, it’s a very well kept secret! HOA’s, home improvement stores, or licensed contractors/plumbers never even mention it.
Also, the person who reported the incident could have informed their “neighbor” or reported the violation to the Reflections building management &/or HOA.
I believe this is may be more of a problem regarding communities of single family homes, where there are little to no regulations, and minor issues easily become major problems.
