Description
There's a homeless person that has been roaming around in this area for over a year. He pushes a shopping cart full of plastic bags. He has been peaceful so far, but we have noticed him yelling foul words. Pedestrians--mostly joggers--are becoming concerned whether his rage would turn violent. Please take of this person by taking him to an appropriate place. He needs help.

I've noticed this individual in the area for about 3 years. He generally seems to roam from the Rock Mill park up Kimball Bridge to the Publix on Jones Bridge, and east to the Shell station on State Bridge. At least that is the area I generally see him in. I believe he may reside in the woods near Rock Mill, as I often see him there near sunset when I walk my dogs there. He often tries to hide his shopping cart in the ladscaped entrances of several subdivisions on Kimball Bridge. His foul language is very concerning as children have to hear it when he is in front of retail outlets or wandering in the Rock Mill and Ocee parks.
I called North Fulton Charities about a year or so, and they were unwilling to help or even recommend any options. I also called Northpoint Community Church to see if they could assist, but there was nothing they could do. The other evening at dusk, he was wandering in the crosswalk on State Bridge/Kimball Bridge on the green light and was lucky he wasn't hit. He is obviously very mentally ill and needs to be placed in a facility that can help him.

The City does ask that anytime a jogger or pedestrian has an encounter of the nature described in this thread that they immediately call 911. While he has not proven to be a physical threat, the behavior described is certainly inappropriate and not something that we can tolerate.
The individual is known to us and is the subject of efforts by our Community Services Unit to find appropriate resources to help address his situation.
