Common driveways behind the homes in Philadelphia which must be used by the city vehicles and the general public are full of potholes. Private drives are cared for by the home owners. However, the common public drives need to be repaired by the city from taxes. Many properties are aslo vacant. This issue is being ignored completely until a vehicle falls into one of them and someone gets hurt.
