Just a suggestion: It would be far more neighborly and kind to offer to sweep or shovel the leaves for her. Let's pull together in this drought, not turn into Nazis!

Thank you kind neighbors and thank you for reporting! While we do investigate all incoming wasteful water calls and reports, we advocate and encourage community members to help each other out as much as possible. We are all in this drought together. Educating our water customers about water-wise practices is our first priority. In this case, sweeping the leaves off the curb would have sufficed.

I believe one of the regs states that water use before 9am is permitted. Still, it would be best to use as little as possible. I keep a 1 gallon bucket in my sink and a 5 gallon available --I water with it. The plants looks great.
