Marty, You will need to contact your HOA Management Company and Board of Directors. They have to send CC& R's Violation letters before they start fineing them.

We don’t have a home owner association (HOA) in this neighborhood. Landlord and tenants are accountable to city. I believe they’ve been cited but continued reporting is necessary as situation getting worse.

I belong to a HOA and a Board Director, we have rules that we Homeowners need to obey along with COV Laws.
