This is standard practice for new developments. That way it is easier to repave once all the home building is complete and the big trucks quit ruining the roads. In this case, the manhole covers are easy to avoid as they are in the middle of the road and Ryan homes is still building in the area. Other areas that are finished in Berewick don't have this problem. Drive through Evanton and you will see this.
Excuses excuses and more excuses! Berewick is no longer a new development and this is not a forum for you to post your excuses. People like you with all your excuses are the reason so many things are wrong in this city. Again, notice that this is not a forum for you excuses becase the OP never asked fro your opinion. My discussion was related to the issue and not an excuse. i don't work for Pappas. And comments are for comments, opinion or not. However, this is not an opinion, its a fact. The areas of Berewick that are finished with building completely do not have elevated man hole covers. Glenburn is still a building zone so it makes sense to repave after building is complete. All the covers are in the middle of the street and easy to miss, unless some inconsiderate neighbor is parked in the street.
So having these things in the middle of the street is perfectly fine by you? What about when we all have to pass a parked car and have to slam our tires on these covers? Should I bring you the bill to replace my tires? Also, there are pot holes developing on these roads. Should we also ignore them since there is still construction going on? Why don't we just turn the whole place into a trailer park! No no and no.
