Aren't these supposed to flash as drivers speed over the speed limit that digitally flashes also.

They don't flash if you go the speed limit.

I think you are thinking of speed limit signs jcochoung37f. I am referring to overhead street lights, which are all led in Vallejo as of a few months ago. I guarantee they are not supposed to flash.

No I know. They work together, it's right near a school zone and CHP. With no cars they don't flash.

At least what I thought. I've seen a few cars go through there and when the speed limit flashes their speed it also flashes the LED. let's see what they say!

I find it unlikely they would design a system to simulate strobe lights that would disorient a driver and possibly cause a crash. My bet is if they only flash when cars are passing by because the light sensors are too sensitive and have a malfunction caused by the lights of a vehicle.
Maybe a Vallejo public works professional could chime in and educate all of us of proper function of overhead street lights.
