The homeowner on the corner should clear the gutter, they can sweep it up. They have a yard waste tote to depose of, not rocket science!!
I clear my gutter all the time since I'm at the end of the street and everything flows downhill. I have a Storm drain in front of my house, so I want to keep it clear..

Still a lot of debris around the storm drain.

Storm drain still has tall grass and weeds around it.
